A. Who may use the resources and services of the library?

 

1. Constituent of the University of Eastern Philippines:

a. University officials

b. Faculty members and employees

c. All bona fide UEP students

 

2. Non – members of the university may be allowed to use the library subject to its rules and regulations. Researchers must present a referral letter from their school/college/university librarian to the UEP librarian and pay fifty pesos (P50.00) per person per visit. Researchers from other institutions with MOA with the university library for mutual inter – library loan/use are exempted from this fee.

B. Borrowing Books and Other Library Materials

1.   General reference books

Encyclopedias, dictionaries, gazetteer, directories, yearbooks and almanacs and other materials are designed for quick consultation for specific information. These can be used only in the library and may not be taken out for home use. With permission, they may be borrowed for a maximum of 15 minutes for photocopying.

2. Circulation books

These books may be taken out for home reading or outside of the library premises. The loan period is generally over noon and overnight only.

3. Reserved books

The reserved book collection is books recommended by faculty members as required for their respective subject/courses segregated from the general collection. These materials may be borrowed one at a time for a two hour period within the reading room and for overnoon and overnight.

Consecutive overnight issues of the same book to the same student shall not be allowed if only one copy of the book is available.

Any University staff may borrow reserved books for photocopying for only within 15 minutes.

4. Periodical and Vertical File collections

are for room use only. With permission, they may be taken out for a maximum of 15 minutes for photocopying.

5. Theses and dissertations

are for room use only. Photocopying is strictly prohibited.

Overnoon - 10:00 AM – 2:00 PM

Overnight - 4:00 PM – 8:30 AM (the following day)

D.  FINES AND PENALTIES FOR OVERDUE MATERIALS

Library materials returned late are subject to overdue fines and penalties.

1. First offense – confiscation of ID and suspension of library privileges for one week.

2. Second offense – two-week suspension of library privileges and confiscation of ID. A library fine of ten pesos (P10.00) for the first day and additional fine for the succeeding day will be P5.00.

3. Third offense – three weeks suspension of library privileges and confiscation of ID plus a library fine of P10.00 pesos and an additional fine of P 5.00 for each succeeding day.

4. Collection of fines is done by the cashier’s office.

E. LOST BOOKS

1. Books lost while on loan must be reported immediately to avoid penalty. A fine shall be computed from the day it was overdue up to the day when the obligation is settled.

2. A lost book must be replaced by the same or later edition of the same book. If replacement is not possible, the borrower shall pay the corresponding cost of the book plus 15% surcharge.

 

 

F. MUTILATION AND STEALING OF LIBRARY MATERIALS

 

Writing on books and other library reading materials, tables, and chairs, tearing of pages, theft of any library materials and all other forms of mutilation are strictly prohibited and are subject to disciplinary action. The penalty shall be prescribed by the Students Affairs Office to which a report of the violation shall be sent by the library.

G. STUDENTS CONDUCT INSIDE THE LIBRARY

1. Proper conduct is expected of all library users at all times. Unnecessary noise, smoking, eating, sleeping, and defacing library furniture and equipment in the library premises is strictly prohibited. Any library staff on duty has the authority to eject anyone causing disturbance inside.

2. Library users are required to deposit their bags, briefcases, envelopes, and packages at the baggage counter upon entering the library. It should be claimed immediately when leaving the library.

3. Valuables (cash, jewelry, cell phones, etc.) should not be deposited at the counter. The library is not responsible for any loss or damage.

4. Cell phones should be switched off upon entering the library.

5. Seats are not to be reserved and disarranged. Anything left on the reading tables shall be removed by the library staff to make room for other users.

6. Student services shall cease 15 minutes before the indicated closing time to enable the staff members to put the library in order for the next day’s work.

7. Violations of the rules of conduct shall be reported to the Student’s Affairs Office for proper disposition and recording.

8. Should you need any help, do not hesitate to approach the library staff on duty.

VERTICAL FILE COLLECTION

This collection consists of classified newspaper clippings, pamphlets, and photocopies of important articles or subject.

Clippings are important news items or articles from newspaper, magazines, and other materials mounted on a bond paper and clipped in a folder whose tab is marked with the same subject heading. They are classified according to subject and filed in alphabetical order in the vertical file cabinet. They are useful ready reference sources.

The library indexes all the classified newspaper clippings, pamphlets, and pictures in a 3x5 card catalog.

Index cards are arranged in alphabetical order and are filed in a card catalog cabinet.

RULES AND REGULATIONS IN USING AUDIO VISUAL ROOM CONDITIONS OF USE:

 

  1. Students must present their duly signed UEP Identification Card before using the AV room. Students ID card is non-transferable.

  2. Smoking and eating inside the audio-visual room is strictly prohibited. Any library staff has the authority to eject anyone causing disturbance inside the room.

  3. Seats and other audio-visual materials should not be removed/rearranged without permission from library staff.

  4. Audio visual users should switch off the lights and other AV equipment before leaving the room.

  5. Remote control should be returned immediately at the circulation desk before leaving the library.

  6. Cancellation of booking for AV room used should be made two hours before the scheduled time.

  7. Should you need any help, please don’t hesitate to approach your ever friendly library staff on duty.

RESERVATIONS

1. Booking of AV room should be made one day before the scheduled time of use.

2. AV users should fill up request form provided for.

3. Booking is non-transferable

LIBRARY IN – HOUSE ONLINE PUBLIC ACCESS CATALOG POLICIES AND GUIDELINES

1. No one is allowed to change the configuration of the in-house online public catalog of the library.

2. OPAC users are not allowed to attach personal hardware and software in the computer.

· Any malfunction or damage in the computer terminal being used must be immediately reported to the library in charge.

3. GAME is strictly prohibited.

LIBRARY INTERNET POLICIES AND GUIDELINES

1. Users must present valid ID before using the internet terminals, sign the library internet logbook, and claim a tag number from the library in-charge.

2. Users must stay at the terminals assigned to them.

3. Only one student should occupy one computer terminal.

4. No one is allowed to change the configuration of the internet facility without proper authorization from the library in-charge.

5. Internet users are not allowed to attach personal hardware and software in the computer without permission from the library in-charge.

6. Any malfunction or damage in the computer terminal being used must be immediately reported to the library in-charge.

7. Any form of CHAT, MUDS, or MOO and GAMES is strictly prohibited.

8. Accessing PORNOGRAPHIC sites is strictly prohibited.

9. The library internet is designed for academic use. Students who need to use computers to complete academic assignments are given priority over those using the computer for recreation.

10. Computer use is limited to one hour per user. Another one hour is allowed to the same user but not on consecutive time.

11. Computer users who violate these rules will be suspended from using the facility.

GUIDELINES ON THE USE OF THE STARBOOKS

 

1. Users must present Library ID before using the STARBOOKS, and sign the logbook.

2. Reservation is on a first-come first-served basis.

3. Each bonafide user may use a slot for a maximum period of one-hour. He/she may renew his reservation for another hour (or a fraction of it) but will have to vacate the slot as soon as another user comes to avail of the same.

4. Observe silence and courtesy in using the STARBOOKS; headphones is provided in playing video/audio.

5. No one is allowed to change the configuration of the STARBOOKS facility without proper authorization from the library in-charge.

6. STARBOOKS users are not allowed to attach personal hardware and software in the computer without permission from the library in-charge.

7. Any loss or damage to any equipment/ facility used inside the library shall be the responsibility of the user.

8. The UEP Library Staff reserves the right to suspend or cancel the use of the STARBOOKS if any of the policies has been violated.

9. The University of Eastern Philippines may implement additional rules as it may deem necessary.

10. In case of problem or technical error in the use of STARBOOKS, request the assistance of the library in-charge for proper handling.

11.Always log out after using the STARBOOKS.

​

  1. Click Register Here

  2. Fill up the Registration Form then click Submit Data.

  3. Login using the User ID provided by the system and the Password provided by you.
